• have successfully passed the Advanced Competence Assessment (ACA), 1995 apprentice training scheme or an approved equivalent
• have particular practical, productive and electrical installation skills with adequate technical knowledge, to work on your own proficiently and carry out electrical installation work without detailed supervision, in the most efficient and economical manner.
• have knowledge of the National Working Rules for the Electrical Contracting Industry, relevant statutory regulations and industry codes of practice, including specifically The Electricity at Work Regulations 1989, The Electricity Safety, Quality & Continuity Regulations 2002 (as amended) (so far as they deal with consumers’ installations), and BS 7671 (as amended) IET Wiring Regulations.
• have supervisory knowledge and the ability to set out jobs from drawings and specifications and requisition the necessary installation materials.

• have experience as an Approved Electrician for a minimum of three years
• have knowledge of the most economical and effective layout of various installations together with the ability to achieve a high level of productivity in the work you control
• have exceptional technical skill, ability, and experience beyond that expected of an Approved Electrician
• have knowledge of the National Working Rules for the Electrical Contracting Industry, relevant statutory regulations and industry codes of practice including specifically The Electricity at Work Regulations 1989, The Electricity Safety, Quality & Continuity Regulations 2002 (as amended) (so far as they deal with consumers’ installations), and BS 7671 (as amended) IET Wiring Regulations.

You must have completed either:

• The SQA [SELECT] Tailored Award in Design and Verification of Electrical Installation (BS 7671); or
• An HNC in Electrical Engineering; or
• An HNC in Contracting Management; or
• The City & Guilds of London Institute Electrical Installation Work Course ‘C’; or
• EAL Level 4 Award in the Design and Verification of Electrical Installations (Code: 601/8231/3).

In addition, you must have completed the following training courses (available from SELECT), approved by the SJIB (within the last three years):

• Asbestos Awareness (assessed) ; and
• Ashton Supervisory Management Course; and
• Safe Isolation (assessed); and
• Scottish Building Standards (assessed); and
• CITB Site Management Safety Training Scheme (SMSTS); or
• CITB Site Supervision Safety Training Scheme (SSSTS)

• be working within the general labouring field in the electrotechnical sector under supervision, and where applicable in accordance with the National Working Rules; and
• meet the criteria for one of two routes, depending on your existing qualifications.

• EAL Diploma in Electrotechnical Services (Units 1,2,3,4,5 & 6)
• EAL Level 2 Diploma in Electrical Installation (QCF) (600/6724/X)
• EAL Level 2 Intermediate Diploma in Electrical Installation (601/4561/4)
• Unit Accreditation of EAL NVQ Diploma in Installing Electrotechnical Systems and Equipment

Only the health and safety element of these qualifications is recognised by the SJIB for an Electrical Labourers card.

• have an SVQ/NVQ Level 3 in Maintaining Plant and Systems – Instrument and Controls
• be able to work in measurement and control systems for plant and industrial production lines – specifically the installation, commissioning, maintenance, and repair of electromechanics, electronic or pneumatic measurement, control and regulation devices used in process engineering.

• be able to install internal cabling or equipment into panels designed to provide a power distribution or control function for a specific installation. You should also be able to participate in the pre-delivery inspection and testing of a control panel or the commissioning of a panel once installed on site by an Installation Electrician.

Renewal Application

To renew your existing Wireman card, you must have completed the ECS Health, Safety and Environmental Assessment (within the last 30 months) or hold a valid approved exemption.

If your card expired over a year ago you must provide the SJIB with proof, you have completed a recognised BS 7671 course in the last five years.

Initial Application

To be eligible to apply for your first Panel Builder card you must have completed one of the following::

• a recognised apprenticeship in Panel Building or;
• SVQ/NVQ Level 3 in Electrotechnical Services (Panel Builder) or;
• SVQ/NVQ Level 3 Mechanical Manufacture Engineering (Fitting and Assembly) or;
• Maintenance Operations Engineering Technician Apprenticeship (MOET)

You must:

• be able to install internal cabling or equipment into panels designed to provide a power distribution or control function for a specific installation
• be able to participate in the pre-delivery inspection and testing of a control panel or the commissioning of a panel once installed on site by an Installation Electrician
• have knowledge of the National Working Rules for the Electrical Contracting Industry, relevant statutory regulations and industry codes of practice, including specifically The Electricity at Work Regulations 1989, The Electricity Safety, Quality & Continuity Regulations 2002 (as amended) (so far as they deal with consumers’ installation), and BS 7671 (as amended) IET Wiring Regulations

You must be trained to the current edition of the IET Wiring Regulations (BS 7671) and have completed one of the following courses in the last five years:

• SQA [SELECT] Customised Award in Requirements for Electrical Installation (208) or;
• City & Guilds Requirements for Electrical Installations (2382) or;
• EAL Level 3 Award in Requirements for Electrical Installations (BS 7671) (601/5321/0) or;
• EAL Level 4 Award in Design and Verification of Electrical Installations (601/8231/3) or;
• LCL Level 3 Award in Requirements for Electrical Installations (601/5665/X)
