Initial Application
The SJIB has introduced new Electrical Labourer cards.
Any existing Labourer card will be honoured until it expires
To be eligible to apply for your first Electrical Labourer card you must:
- be working within the general labouring field in the electrotechnical sector under supervision, and where applicable in accordance with the National Working Rules; and
- meet the criteria for one of two routes, depending on your existing qualifications.
Route 1
The SJIB recognise electrical theory level 2 qualifications (technical certificates).
You must have completed one of the following courses and be able to provide the appropriate certificate(s):
- City & Guilds 2330 Certificate in Electrotechnical Technology at Level 2
- City & Guilds 236 Part 1
- City & Guilds 2360 Part 1
- City & Guilds 2351 (Units 1, 2, 3 & 4)
- City and Guilds 2365-02 Level 2 Diploma in Electrical Installation (Buildings and Structure) 600/5498/0
- City and Guilds 8202-20 Level 2 Technical Certificate in Electrical Installation (603/0228/8)
- Unit Accreditation of C&G 2356 - Electrotechnical Services
- Unit Accreditation of C&G 2357 Diploma in Installing Electrotechnical Systems and Equipment
- EAL Diploma in Electrotechnical Services (Units 1,2,3,4,5 & 6)
- EAL Level 2 Diploma in Electrical Installation (QCF) (600/6724/X)
- EAL Level 2 Intermediate Diploma in Electrical Installation (601/4561/4)
- Unit Accreditation of EAL NVQ Diploma in Installing Electrotechnical Systems and Equipment
Only the health and safety element of these qualifications is recognised by the SJIB for an Electrical Labourers card.
In addition, you must have completed the ECS Health, Safety and Environmental Assessment (within the last 30 months) or hold a valid, approved exemption.
You must enclose copies of all relevant certificates; your application cannot be processed without this information.
If you meet the criteria and have all the relevant certificates, complete the Initial Application
Route 2
If you do not hold a recognised electrical theory level 2 qualification (Route 1) you must provide proof you have completed one of the following Health & Safety courses:
- CCNSG Safety Passport – National or Renewal course (within the last 3 years); or
- Safety Passport Alliance (SPA) Core Health and Safety course; (within the last 3 years); or
- CITB Health and Safety Awareness: Site Safety Plus; or
- SELECT Electrotechnical Site Safety Assessment (TESSA) course (within the last 30 months).
You must enclose copies of all relevant certificates; your application cannot be processed without this information.

If you would prefer to apply via paper and post it to us, this is possible but please note that the turnaround time for a paper application is longer than an online application and can only be processed once payment has been received.
Please Note: Following a recent decision of CSCS to withdraw recognition of certain IOSH courses while they collaborate to develop updated verification processes, the SJIB will also suspend acceptance of any IOSH course certificates after 31st August 2023. This will apply to all cards and all exemption routes. Read more
Renewal Application
Note: You can only apply to renew your card after you have held the new Electrical Labourers card – introduced in March 2021). This replaced the now discontinued 'Labourer' card.
To renew your existing Electrical Labourers card, you must have completed the ECS Health, Safety and Environmental Assessment (within the last 30 months) or hold a valid, approved exemption.
You must enclose copies of all relevant certificates; your application cannot be processed without this information.
