  • The SQA [SELECT] Tailored Award in Design and Verification of Electrical Installation (BS 7671); or
  • An HNC in Electrical Engineering; or
  • An HNC in Contracting Management; or
  • The City & Guilds of London Institute Electrical Installation Work Course ‘C’; or
  • EAL Level 4 Award in the Design and Verification of Electrical Installations (Code: 601/8231/3).

In addition, you must have completed the following training courses (available from SELECT), approved by the SJIB (within the last three years):

  • Asbestos Awareness (assessed) ; and
  • Ashton Supervisory Management Course; and
  • Safe Isolation (assessed); and
  • Scottish Building Standards (assessed); and
  • CITB Site Management Safety Training Scheme (SMSTS); or

The SJIB has introduced new Electrical Labourer cards.

Any existing Labourer card will be honoured until it expires

To be eligible to apply for your first Electrical Labourer card you must:

  • be working within the general labouring field in the electrotechnical sector under supervision, and where applicable in accordance with the National Working Rules; and
  • meet the criteria for one of two routes, depending on your existing qualifications.

Route 1

The SJIB recognise electrical theory level 2 qualifications (technical certificates).

You must have completed one of the following courses and be able to provide the appropriate certificate(s):

  • City & Guilds 2330 Certificate in Electrotechnical Technology at Level 2
  • City & Guilds 236 Part 1
  • City & Guilds 2360 Part 1
  • City & Guilds 2351 (Units 1, 2, 3 & 4)
  • City and Guilds 2365-02 Level 2 Diploma in Electrical Installation (Buildings and Structure) 600/5498/0
  • City and Guilds 8202-20 Level 2 Technical Certificate in Electrical Installation (603/0228/8)
  • Unit Accreditation of C&G 2356 - Electrotechnical Services
  • Unit Accreditation of C&G 2357 Diploma in Installing Electrotechnical Systems and Equipment
  • EAL Diploma in Electrotechnical Services (Units 1,2,3,4,5 & 6)
  • EAL Level 2 Diploma in Electrical Installation (QCF) (600/6724/X)

Initial Application

To be eligible to apply for your first Wireman card you must have completed one of the following:

  • a recognised apprenticeship in Panel Wiring; or
  • SVQ/NVQ Level 3 in Electrotechnical Services (Panel Wiring)
  • SVQ/NVQ Level 3 in Mechanical Manufacture Engineering (Fitting and Assembly)
  • Maintenance Operations Engineering Technician Apprenticeship (MOET)

You must:

  • be able to install internal cabling or equipment into panels designed to provide a power distribution or control function for a specific installation. You should also be able to participate in the pre-delivery inspection and testing of a control panel or the commissioning of a panel once installed on site by an Installation Electrician.
  • have knowledge of the National Working Rules for the Electrical Contracting Industry, relevant statutory regulations and industry codes of practice, including specifically The Electricity at Work Regulations 1989, The Electricity Safety, Quality & Continuity Regulations 2002 (as amended) (so far as they deal with consumers’ installation), and BS 7671 (as amended) IET Wiring Regulations; and have

You must be trained to the current edition of the IET Wiring Regulations (BS 7671) and have completed one of the following courses in the last five years:

  • SQA [SELECT] Customised Award in Requirements for Electrical Installation (208)
  • City & Guilds Requirements for Electrical Installations (2382)
  • EAL Level 3 Award in Requirements for Electrical Installations (BS 7671) (601/5321/0)
  • EAL Level 4 Award in Design and Verification of Electrical Installations (601/8231/3)
  • LCL Level 3 Award in Requirements for Electrical Installations (601/5665/X)
