Current update from Holyrood

7 December: Today the First Minister delivered a statement to Parliament where she said Cabinet had agreed to keep all current COVID protections in place, given the very significant risks posed by Omicron and the continuing high and rising number of cases overall. Read more here.

12 August: SELECT has helped the Construction Industry Coronavirus (CICV) Forum create another in its series of engaging advice videos, reminding workers how to keep themselves and others safe as the COVID-19 restrictions are relaxed. Read more here.

Ventilation and air conditioning

26 July: The Health and safety Executive (HSE) has updated its guidance to help identify poor ventilation in work areas and take practical steps to improve it to help reduce the risk of COVID19 spreading. Find out more here.

Critical workers exemption

26 July: Some businesses that provide vital public services can apply for staff working in critical roles to be exempt from self-isolating, in limited circumstances. Find out more here.

Change to physical distancing measures

24 June: Following a Scottish Government review of physical distancing, from 19 July onwards (subject to confirmation) physical distancing will no longer be required outdoors, including outdoor construction work. Indoor physical distancing will be reduced to 1m, which will include internal construction work such as repair and maintenance and housebuilding etc. Find out more here.

Self-Employment Income Support Scheme (SEISS) Fifth Grant

10 June: Self-employed individuals will shortly have the opportunity to apply for the SEISS Fifth Grant, which is intended to provide financial relief for self-employed people whose businesses continue to be adversely affected by the coronavirus pandemic. Read more here.

Instalment payment plan for VAT deferred under COVID-19 scheme

26 May: HMRC announced on 10 March 2021 that businesses that use the VAT payment on account or VAT annual accounting schemes are able to sign in to the same sign in process by the same deadlines, having originally been asked to wait, so have just a short period of time to sign up to make 11 repayments. In-person technical assessments to resume

25 May: In-person technical assessments are given the green light to resume while following strict safety measures, after Covid-19 restrictions have been recently revised. Read more here.  

SELECT and ECA warn Members to plan ahead for materials

10 May: Increasingly long lead times for many products has prompted SELECT and ECA to issue a joint alert to members, warning them about extended delays and urging them to plan ahead and order early. Read more here.

Do you qualify for the National Transition Training Fund?

7 May: The National Energy Efficiency Transition Support and Heat Pump Training Fund, supported by ESP has been put in place by the Scottish Government to support those in the energy, engineering and construction sectors who have had their careers affected by COVID-19. Read more here.

Further COVID-19 developments from Scottish Government
21 April: On Tuesday 20 April 2021, First Minister Nicola Sturgeon gave a further update on the confirmed changes to COVID-19 restrictions which come into effect from the start of next week. An overview of these changes can be found here.

14 April: Following an initial statement in December about the impact of COVID-19, BEAMA has issued a further update for all purchasers of steel cable management products. Read more here.

Latest COVID-19 development
17 March: In a Statement to Parliament on Tuesday 16 March, the First Minister set out an indicative timetable with the latest COVID-19 developments for the re-opening of parts of the economy over the next two months. Read more here.

2021 budget webinar

9 March: Following this year’s Budget announcement by the Chancellor, the corporate, employment and personal tax specialists at BDO have dissected his speech and given their insights in a special webinar. Watch it here.

New funding support available

8 March: We’ve updated the website with the latest announcement information from the Chancellor, on funding help and guidance for businesses. Read more on SEISS and Recovery loan scheme pages. We’ve also updated our CJRS and furlough information here.

Budget 2021 and COVID-19 support

3 March: In today’s UK Budget statement, Chancellor Rishi Sunak announced the following COVID-19 support measures:

  • The Job Retention Scheme will be extended until the end of September, with employees experiencing no change to the terms. Businesses will be asked to contribute alongside the tax payer, with a 10% contribution in July and 20% in August and September.
  • Self-employed support will also continue until the end of September, with the highest grants being given to those whose profits have fallen by 30% or more.
  • Access to self-employment support will be expanded as those that have filed a tax return before the deadline will now be able to qualify for the fourth and fifth grants.
  • The £20 uplift to Universal Credit will be extended for a further six months.
  • Working tax claimants will receive an equivalent amount of support for the next six months in the form of a one-off payment of £500.
  • The National Living Wage will rise to £8.91 from April.

New vaccinations advice uploaded

27 January: A new section has been added to our COVID-19 hub in which Director of Employment & Skills, Fiona Harper, answers some of the employment questions currently being asked about vaccinations. Read more here.

SJIB asks for email queries instead

27 January: The Scottish Joint Industry Board is asking operatives with general queries to contact it via its website due to the large volume of phone calls currently being received due to the ongoing pandemic. Read more here.

New homeworking guidance released

27 January: The CICV Forum has released new homeworking guidance and a handy checklist, which is designed to be filled out by employers and employees to help with health and safety when working from home. Download them both here.

Insurers must pay small firms for lockdown losses

15 January: This information published today by the BBC may help Members in regards to losses in the first lockdown. Tens of thousands of small businesses will receive insurance payouts covering losses, following a court ruling. Read more here.

‘Stay at home’ guidance for work becomes law

13 January: The Scottish Government’s guidance on working frhome has now become law, with the First Minister stating that you should be working from home if you were doing so during the first lockdown last year. Read more here.

7 January: With essential construction work set to continue during lockdown, SELECT has helped the Construction Industry Coronavirus (CICV) Forum create a new face mask campaign that urges operatives to make a safe start to 2021. Read more here.

Essential construction work can continue during lockdown

5 January: Following the lockdown announcement by the First Minister yesterday, construction activity is permitted to continue but Level 4 rules still apply in the mainland where tradespeople should only go into a house to carry out or deliver essential work or services. Find out more here.

Job retention and loan schemes extended

18 December: The UK Government has announced that the Coronavirus Job Retention Scheme has been extended until the end of April 2021, with business loan schemes also extended until the end of March. Find out more here.

Apprenticeship Employer Grant and Apprentice Transition Plan

8 December: The Scottish Government has announced a new Apprenticeship Employer Grant (AEG) to further support employers who take on a Modern or Graduate Apprentice within their business. Read more here.

Self-catering accommodation guidance

19 November: The Scottish Government has released further advice for sectors which rely on shared self-catering accommodation for work, such as forestry and construction. Employers are now advised to complete individual risk assessments for workers staying away in shared accommodation. They must be made aware that these assessments are dynamic and may be subject to change depending on the conditions found on arrival. Find out more here.

Safe construction work still allowed in Tier 4 areas

17 November: After today’s announcement, travel is still permissible for construction work, which is allowed to continue in Tier 4, with the firm stipulation that construction sector guidance must continue to be followed. Find out more here.

Minister reminds workers to follow safety rules 

11 November: Housing Minister Kevin Stewart has urged construction workers to keep following COVID safety rules when commuting and socialising, urging staff to watch guidance videos that SELECT helped to develop for the CICV Forum. Find out more here.

November 6: After the UK Government announced an extension of the Coronavirus Job Retention Scheme until 31 March 2021, our Employment team has been busy updating the guidance on our dedicated COVID hub. Find the new information here.

Changes to Self-Employed Income Support Scheme

November 6: Our dedicated COVID-19 hub now features updated guidance about the extended Self-Employed Income Support Scheme, including details of the third grant for which eligible individuals can now apply. Find out more here.

November 4: The Scottish Joint Industry Board (SJIB) has added its voice to the parliamentary consultation on regulation of electricians, claiming that protection of title would “significantly enhance consumer, client and public protection and safety while deterring unqualified individuals”. Tradespeople and localised lockdown

2 September: Following the recent announcement of regionalised lockdown, the Scottish Government says workers can continue to go into other households to carry out work such as repairs, installations and deliveries. Such visits should be subject to a risk assessment as well as ensuring that social distancing and correct wearing of masks is followed where appropriate. 19 August: Apprentices made redundant by the fallout from COVID-19 are being offered a lifeline thanks to the ongoing work of the Scottish Electrical Charitable Training Trust (SECTT). Read more here.

New and updated support from Government

19 August: The Scottish Government has introduced a new grant called the Job Start Payment to help young people with the costs of starting a new job or new self-employment. The Self-employed income support scheme has been extended; individuals may now apply for a second if they are eligible. Read more here.

£10m apprentice measures announced

11 August: Economy secretary Fiona Hyslop has announced a £10 million package of measures to recruit and retain apprentices, including additional funding for the Adopt an Apprentice programme. Read more here.

Construction industry moving to Phase 4 in Scotland

15 July: The Scottish Government has announced that updated guidance has been published for the construction sector in Scotland. This means that Phase 4 of the industry’s restart plan in response to the Coronavirus pandemic can begin. The Safe Operating Guidance is available on the Construction Scotland website.

New animation outlines the many benefits of certification

15 July: SELECT are a key member of Scotland’s building standards scheme providers, and have released a new animation explaining the vital role of certification in the post-pandemic construction sector. Read more here.

Additional commercial support offered

23 March: SELECT has extended the range of coronavirus guidance to Members, with an additional commercial support service for those concerned about legal and contractual issues. Put together in conjunction with a number of industry experts, the service involves an initial consultation which is free for all Members up to 20 minutes. More details available here.

Stationery orders suspended

23 March: As SELECT continues to review its working practices during the coronavirus outbreak, no further stationery orders will be processed until further notice.

Pressing for action

20 March: To help Members’ interests, SELECT has joined nine other leading bodies to form the Construction Industry Coronavirus (CICV) Forum, pressing the Scottish Government to take action, help with cashflow and protect jobs during the COVID-19 crisis. The Forum – which represents the majority of contractor business in Scotland – has sent a joint letter to Fiona Hyslop, Secretary for Economy, Fair Work and Culture, urging her to support the Scottish construction sector. Members can also assist by lobbying their own MSPs asking for their support. Read more about the new CICV Forum here.

Statement from Fiona Harper, The Secretary of the SJIB

20 March: The Secretary of the Scottish Joint Industry Board, Fiona Harper, has issued a statement outlining the actions and preparations it’s taking for the potential implications on services. Fiona said: “We have developed a contingency business plan which we are now putting into place. At this time, our office is still open and we are making plans to carry on working from our homes. With the exception of the ECS HS&E Assessments invigilated here at the Walled Garden – I do not currently foresee any impact on the continuity of our service.” You can read Fiona’s statement in full here.

18 March: The operators of our SELECTcerts scheme, Computer Scene, adopted a work from home policy from Tuesday 17 March onwards. As phone support will be limited to one line only, the best form of support contact will be via email at [email protected]

Retentions consultation

18 March: The Scottish Government has extended the current retentions consultation to 13 May. Members are still encouraged to submit their response to help us end the scourge of late and withheld payments.

IR35

17 March: The UK Government has delayed the start date for IR35 to 6 April 2021 – a move welcomed by the Building Engineering Services Association (BESA). The government announced that the new off-payroll tax reforms would to be extended to help medium and large businesses in the private sector cope with the ongoing spread of coronavirus. BESA Head of Employment Affairs Paula Samuels said: “This is a welcome reprieve for our members, many of whom are already suffering the effects from the financial and economic fall-out of coronavirus.”
